“I’ve been kidnapped!” Chel exclaimed. “You have to tell someone!”
“It wouldn’t matter.” The sairah continued snipping at Chel’s hair. She stopped every few cuts to brush or spray something onto Chel’s hair. “Nobody here can do anything. Someone you care about likely sold you. Half the people who come on this ship were sold to pay off a debt.”
“And the other half?” Chel muttered just to keep the girl talking.
“Picked up strays.”

Psychological torture. It’s purely esthetic but it proves who’s in charge… I’ve seen it done before.

It is used in modern prisons to reinforce the idea that the prisoners have no power. Also to ensure they aren’t hiding weapons. It is a standard technique to establish dominance. However, I suspect that most people strapped to that chair lose something far more difficult to replace than hair.
